On behalf of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor), I welcome you to the official website of Rospotrebnadzor.

Rospotrebnadzor is the Federal agency that works to provide oversight and control of wellbeing and consumer rights and protection of the citizens of the Russian Federation. Rospotrebnadzor reports directly to the Government of the Russian Federation.


More specifically, Rospotrebnadzor is the executive body which carries out the functions for the formulation and enforcement of state policy and legislation in the field of consumer rights protection, as well as the development and approval of the state sanitary and epidemiological guidelines and hygienic norms. In addition, Rospotrebnadzor is responsible for carrying out the federal state sanitary and epidemiological surveillance and federal state monitoring in the field of consumer rights protection.

For its more than 90 years of existence, Rospotrebnadzor has guarded sanitary and epidemiological wellbeing, working to solve problems and protect the health of the population,. As of 2014, Rospotrebnadzor comprises more than 110.000 staff members, located in 84 regional offices and Hygienic and Epidemiological Centers in the Russian Federation (RF), 29 scientific research institutions, including Research Center of Virology and Biotechnology VECTOR and Central Research Institute of Epidemiology, 12 Plague Control Stations, over 100 disinfecting organizations and 285 border inspection posts carrying out sanitary and quarantine control.

International cooperation is deemed to be one of the most important areas of activities of Rospotrebnadzor.

Rospotrebnadzor is continuously developing and increasing multilateral and bilateral cooperation with international organizations and foreign state agencies, which are responsible for the sanitary and epidemiological welfare of the population. In particular, active work is carried out in conjunction with The World Health Organization, The Joint United Nations Programme on HIV/AIDS (UNAIDS), The United Nations Children’s Fund (UNICEF), The United Nations Environmental Programme (UNEP), Codex Alimentarius Commission and others.

One of the most important international areas of Rospotrebnadzor’s activities consists of providing technical assistance to other nations in combating infectious diseases on bilateral basis. In this context priority is given to the CIS region and Shanghai Cooperation Organization where a variety of programs on the fight against measles, poliomyelitis, and HIV/AIDS are carried out.

Administrative Agreements to the Memorandums of Cooperation have been signed between Rospotrebnadzor and Ministries of Health of Armenia, Azerbaijan, Belarus, Kirghizia, Tadzhikistan, Uzbekistan, Vietnam and Mongolia.

Rospotrebnadzor is also the National Coordinator for WHO International Health Regulations (2005) in the Russian Federation and the National focal point of INFOSAN.

There is also extensive cooperation between Rospotrebnadzor and Directorate General for Health and Consumers Protection of the European Commission (DGSANCO).

To reiterate, Rospotrebnadzor is committed to systematically and thoroughly developing the major mechanisms of government policy related to the assurance of sanitary and epidemiological wellbeing of the population, timely detection and control of outbreaks of infectious diseases, and consumer rights protection.
